The footage shows a number of students walking out of the building from a separate door, with some turning and pointing at the door Horwitch had just entered.

The view then moves to security cameras inside the building. 30 seconds after getting into the building, Horwitch can be seen walking out of what looks like a classroom.

As he moves down the hallway, he can be seen passing students on some stairs before entering a girl’s bathroom. It’s now 8:37 a.m.

About 40 seconds late,r a student, who was using the bathroom, walks out. According to court documents, a student later reported a stranger had been in the bathroom and offered her hypodermic needles.

About 20 seconds after the girl left the bathroom, the footage shows Hortwitch walking out as well. He’s then seen walking down the hallway and eventually leaving the building from another door.

In total, the surveillance footage shows Horwitch was in the building for about 2 minutes. He was later arrested out in front of King Middle School by Portland Police and charged with criminal trespass, violation of privacy, and refusing to submit to arrest or detention.

“We certainly debriefed this incident in terms of why it happened and what happened and took appropriate action around this specific incident,” Interim Co-superintendent Aaron Townsend told the I-Team. “To ensure both the kind of lapse in judgement was addressed and that things were in place so that wouldn’t happened again.”

The district says the propped open door that Horwtich entered the school through was a breach in school security protocols. In the wake of the incident district leaders say they’ve been reinforcing the need to ensure all exterior school doors are locked and entrances are monitored.

“I’ll say we continue to grow in our capacity to ensure school safety,” Townsend said. “We certainly feel like we addressed this specific thing and but keeping our schools safe, ensuring our staff is prepared and ensuring that students know what to do is an ongoing body of work.”

School leaders also point to the fact that students helped alert teachers and administrators to the intruder’s presence and that they’ll be working to make sure that “see something, say something” mentality continues to be encouraged.
