State Regulators Cite Licensing Lapse, Background Check Failures, and Training Violations
A private security firm has been slapped with what Minnesota officials are calling one of the largest fines ever levied for licensing violations in the state’s protective services industry. Unifi Security LLC agreed to pay $132,440 after an investigation revealed the company continued to operate without a valid license and failed to meet critical compliance requirements.
The Minnesota Board of Private Detectives and Protective Agent Services, which oversees licensing for private security and investigative services, announced the fine and settlement agreement on Friday. According to the board, Unifi allowed its license to lapse, rendering its operations illegal under state law—but continued to provide security services anyway.
Operating Without a License
Unifi reportedly failed to file the necessary renewal paperwork on time, which placed its license in a lapsed status. Despite this, the company continued conducting business, a direct violation of Minnesota law. Operating without an active license not only violates regulatory protocols but also undermines public trust in private security providers, state officials said.
In addition to the licensing issue, the board’s investigation revealed that Unifi failed to conduct required background checks on several prospective employees and did not provide legally mandated training for existing staff.
Settlement Details and Firm’s Admission
As part of the settlement, Unifi Security LLC waived its right to a contested case hearing, effectively acknowledging the violations. While the board could have pursued further disciplinary action, including full license revocation, that measure was stayed as part of the agreement.
“This is one of the largest, if not the largest, fines ever imposed under our jurisdiction,” said Rick Hodsdon, Chair of the Minnesota Board. “While we very much appreciate the willingness of Unifi to admit its mistakes and take this corrective action, considering the vital role that private security plays in modern public safety, it is critical that all license holders of all sizes comply with our legal requirements.”

Minnesota requires private security firms to maintain active licenses and adhere to strict operational guidelines, including employee screening, training standards, and documentation. These regulations ensure public safety, protect clients, and uphold industry integrity.

Although Unifi’s license revocation was stayed, the company must now operate under stricter scrutiny moving forward.
