As the holiday shopping season approaches, Texas is taking steps to combat organized retail theft, a growing issue costing the state an estimated $421 million annually. The actual figure could be much higher due to the absence of a centralized tracking system, according to a newly released state report.
Organized Retail Theft: A Growing Crisis
Scenes of brazen theft—groups storming retail stores, grabbing merchandise, and fleeing—have become increasingly common. Texas State Comptroller Glenn Hegar emphasized that while eliminating the issue overnight is unlikely, significant reductions are achievable through coordinated efforts.

“Product protection is important, but if I have to lock those things up and [customers] can’t touch and feel, it’s not a great shopping experience,” said Joe Kennedy, Vice President of Loss Prevention at Academy Sports + Outdoors.
State Task Force Findings and Recommendations
To address the issue, Texas formed a special task force that highlighted the need for a statewide reporting system. This system would allow law enforcement agencies to share crime data and track organized criminal rings operating across cities.
“Better coordination of all units is the next step. We’re going to continue to engage in this issue,” Hegar said.
The task force also suggested store walk-through programs to identify theft-prone areas and proposed legislative changes. One recommendation includes revising state laws that require retailers to wait 10 days before reporting specific theft cases.
Economic Impact of Retail Theft
Organized retail theft affects more than store profits—it also impacts the state’s tax revenue. As Kennedy explained, “With the continued growth and the revenue we’re losing as retailers, the state is losing their tax base they would have garnered from the appropriate sales of those items.”
Implementing these measures could put millions back into the Texas economy while enhancing store security and improving the overall shopping experience.
