The city of Frederick has approved a $240,000 agreement with Measured Threat Applications and Consulting, a Hagerstown-based security firm, to provide security services for the local government. The contract, which was finalized on Thursday, includes a one-year term with the option for renewal each fiscal year through 2028.
The security services will be provided through a subcontract with Crown Security Services LLC, and the contract covers several essential security functions, including building access control, visitor management, screening, and emergency action plans.

Breakdown of Services and Rates
The contract outlines five categories of security services, each with its own hourly rate structure:
- Security manager (armed): $41.25 per hour, $43.25 per hour for overtime
- Armed security guard: $36 per hour, $38 per hour for overtime
- Unarmed security guard: $30.60 per hour, $32.60 per hour for overtime
- Armed executive protection: $39.60 per hour, $41.60 per hour for overtime
- Security vehicle: $1,250 per month
Concerns Over Executive Protection Services
During the approval process, Alderwoman Donna Kuzemchak raised concerns about the inclusion of executive protection services in the contract. However, the city’s emergency manager, Nathan Hupp, did not provide specific details on what executive protection would entail. Mayor Michael O’Connor confirmed that the service was included in the budgeted amount of $240,000, which had been pre-approved in the 2025 fiscal budget.
Alderwoman Katie Nash also expressed dissatisfaction with the clarity of the service descriptions shared with the aldermen, noting that the details were “not super clear.”
Despite these concerns, the purchase passed with a 3-2 vote. Aldermen Kelly Russell, Ben MacShane, and Derek Shackelford voted in favor of the contract, while Nash and Kuzemchak opposed it.
As of Friday, Measured Threat Applications and Consulting had not provided any further comments on the contract.
